Plant shutdowns: What happens when the lights go off?

A plant shutdown refers to the temporarily halt in all or part of the industrial production house to perform maintenance, repairs, inspections, etc.
In the industrial world, plant shutdowns are moments of intense focus the exact opposite to what the process name would indicate. The shutdowns for a variety of industries in the region including oil and gas, petrochemical, and general industrial sectors are essential pauses that allow factories to repair, refresh, and ready themselves for continued production.
It gives us great opportunity to support several clients with these massive planned operational changes, and those clients are primarily in the cement and concrete sectors where shutdowns are vital to maintaining safety and performance.
What many might not realise is that behind every successful shutdown stands a network of partners working tirelessly to make it happen. Now in our 90th year of operations, Dulsco Group has been a trusted name in workforce, industrial services, and integrated operational support and this year, we’ve played a pivotal role in several shutdowns across the UAE’s cement industry.
In 2025 alone we’ve supported with more than 150,000 manhours in the shutdown process across eight significant projects which involved 960 Dulsco People team members.

Perhaps the best example of behind-the-scenes excellence and what can be the point of difference in being awarded contracts are the frequency of LTIs (lost time incidents). Whilst the safety and welfare of all team members should be and is the number one priority for all large workforce operations – when incidents and accidents occur – this can lead to loss of time and when you are running towards and finite re-start deadline for a client to restart their operations – this becomes all the more critical.
One of the most recent shutdowns we completed did not have a single LTI which resulted in the project timely completion.
But this isn’t down to change – our operations team maintained constant site presence, led coordination meetings, and collaborated closely with the client’s safety managers – ensuring a safe and disciplined project execution — even when working under demanding industrial conditions.
